A shield-shaped embroidered item with a semi-circular base edged with a 1/8 inch (.32cm) white border, 1 7/8 inches (4.76cm) in width and 2 1/4 inches (5.72cm) in height overall, consisting of a background divided vertically scarlet to left and ultramarine blue to right, edged with a 1/8 inch (.32cm) counterchanged border and surmounted by a white triangle centered vertically throughout point to base. The flash was approved on 17 September 1990.
